Role Of The State In Economic TermsWithin the framework of its fundamental missions, the State administers the Nation, guarantees right to justice and security to people and their goods. To this effect, the State pledges to:• Trains and sensitise its agents so that the accom- plishment of its missions should not be an obstacle to the proper functioning of the economic system;• Put an end to every form administrative and police harassments, and particularly to avoid every hindrance to circulation of people and goods.• Fight any behaviour that can lead to corruption and/or to alienation to public goods.• Accelerate the treatment of administrative files;• Accelerate the treatment of legal affairs and banish every form of discrimination in the application of law.The State enacts the law and the regulation, ensures supervision, the facilitation and the regulation of social and economic activities, the development of basic infrastructure and information, security, as well as supply posts of market shortages.To this effect, notably the state organises, controls and secures the market as a whole through appropriate regulation and an efficient supervi- sion guaranteeing a better allocation resources. It also guarantees the proper functioning of the economic system and to this effect:• It ensures the safe application by all actors of the system of the rules established• It ensures, facilitates the creation, and maintains the development of economic infrastructure, social services and health, education and professional trai- ning, and their access to the entire population• It develops a real partnership with the private sector and the civil society to improve the alloca- tion of resources in the domains of market failures• It puts in place and efficient system to incite and enable the development of the private sector• It corrects global disequilibrium of markets through safe and transparent economic policies• It ensures the nation’s economic security nota- bly by the putting in place of an economic and efficient intelligence system• It contributes to the acquisition of the mastery of appropriate technology and facilitates its popularisation• It elaborates sector strategies for the realisa- tions of which it seeks financingROLE OF THE PRIVATE SECTOR IN ECONOMIC TERMSThe private sector has for mission to create and produce wealth. On its part, it has to:• Respect the rules of competition by avoiding to develop fraud or disfavour behaviours that encourage corruption• Exercise its activities in all equity in a bid to preserve the interest of the health of consumers and users• Organise in its various sectors and fields to pro- mote within its members, the respect of morals in busi- ness and the judicious application of rules of ethics which are inherent to every professional activity• Maintain the State and its organs, a loyal col- laboration in order to guarantee success of the national economic policyGENERAL PRINCIPLESOF FUNDERMENTAL RIGHTSThe State guarantees to every physical or corpo- rate body that established or wishes to establish in Cameroon, by respecting specific rules tied to economic activity.• The freedom to carry out every production acti- vity, service provision or business no matter their nationality• The freedom to repatriate foreign capital inves- ted and profits of exploitation and the repatriation of economies on salary realised expatriate staff• Equality of treatment in the exercise of an exer- cise following the principle of prescription of the law on competition• The right of ownership of land, buildings, exploitation materials and those attached to movable goods, movable values, and other ele- ments that are related to intellectual property• Access to market of foreign currency in all its forms and the freedom of transfer of capital within the framework of UMAC• Diligence in concession procedures and access to landed property• The equitable and transparent application of business law in conformity with the treaty related to OHADA• The equitable and transparent application of labour law and the law on social security elabo- rated in conformity with the treaty of the inter- African conference of social security (CIPRES)• The equitable and transparent application of intellectual property right elaborated within the framework of the World Intellectual Property right Organisation (OMPI) as well as the African Organisation of Intellectual Property (OAPI)• The equitable and transparent application of the law on insurance elaborated within the framework of the inter- African insurance market (CIMA)LES ATOUTS ECONOMIQUES DU CAMEROUN327
