58LES ATOUTS ECONOMIQUES DU CAMEROUNFor the State Higher Control to reach objectives assigned it, the President of the Republic can upon decision instruct it to perform specific checks on even private businesses and organiza- tions with strategic importance for the National economy or defense. In this case, these controls relate to compliance and regularity, finance, per- formance and the environment.THE GENERAL DELEGATION TO THE NATIONAL SECURITYSince December 2004, the National Security began work with determination and tenacity to implement a roadmap assigned it by the Head of State, Supreme Head of the Police Forces. This roadmap instructs the hierarchy of the organ to work for the advent of an increasingly effective Police in its security missions for people and goods, respectful of the discipline and ethics, and consolidating citizen partnership with society. The ultimate goal is that the Police engages in the ser- vice of socio-economic and cultural development, and serves as a lever for attainment of Greater achievements of the President of the Republic.Clearly, the conduct of such a mission cannot be obvious, particularly because of all the chal- lenges surrounding any desire for reform, the dose of psychology surrounding the perception of security issues and the controversy that usually exists between the urgent aspiration of society to peace and irrefutable evidence that the zero inse- curity is only a view of the mind.However, the discussions initiated in order to increase the effectiveness of police services, was quickly identified as priorities actions to beServices of the Chamber of Account of the Supreme Court in Yaoundéundertaken, upgrading the police workforce both ethically and through vocational training, the strengthening of operational capabilities of the services, and the strengthening of bilateral, regio- nal and multilateral police cooperation.In terms of the upgrading of human capital, efforts have continued and intensified, building momentum on certainty that institutions have no value without quality workforce responsible to drive it. Elsewhere, given that discipline is the main strength of armies, the campaign to improve behaviors initiated within the Corps continued with firmness and responsibi- lity, by the systematic stigmatization of indiscipline and rewarding merit. While it is unrealistic to claim that the discipline has been confined so far, we cannot however fail to recognize that considerable progress has been made, and in the minds the reign of impunity is definitely over.In terms of vocational training, the strategy was to look reality in the face, to get as much as pos- sible the lessons from experiences of the past. In this respect an overhauling of training programs to suit the social and security environment of the moment was done. Moreover, priority was given to the organization and close monitoring of courses and seminars, rightly regarded as the most effective vectors of professionalism, sense of efficiency and respect for discipline.The option thus taken for the training brought the leadership of National Security to take the pain- ful decision to freeze the organization of entrance examination for seven years, to favor recycling of successive batches of over 7000 officials who were recruited under uncertain selection conditions.
