The Master Plan of Industrialization, in an operatio- nal logic of national industrial reconstruction, pro- vides the arsenal of the strategic arguments to ope- rate such a change of the system. This leads to:
• Returning to growth in order to achieve a mini- mum economic growth rate of 10% by 2025;
• Modifying sectoral contributions in the Gross Domestic Product to give first place to the secon- dary sector;
• Improving and correcting significantly the tech- nological profile to access medium and high technology manufacturing industrial activities;
• Embarking in a voluntarist policy of vocational training, promotion of technical businesses and constitution or valuing of major technical bodies of the State (Mining, Energy, Digital & ICT, Civil Engineering, Armament, Aerospace, Maritime & Naval Engineering, Geography & Metrology, etc.) whose existence and organization condition access to industrial modernity.
The above-mentioned challenges will find their application in a general field of national industrial reconstruction, which will include four large, clo- sely interwoven and articulated compartments:
• Three national industrial sanctuaries: Agro- industries, Energy and Digital;
• Five structural industrial pillars: Forest-Wood, Mining-Metals-Steel, Hydrocarbons-Refining- Petrochemicals, Textile-Cotton-Making-Leather, Chemistry-Pharmacy;
• Infrastructure for modernization and consolida- tion of the national economy;
• A strategic security platform, technological pro- files and industrial equipment.
The operationalization of the PDI was instructed by the Prime Minister, Head of Government, in January 2017 and following this, the Ministry of Mines, Industry and Technological Development (MIN- MIDT) initiated several workshops for appropriation and popularization, to national actors, of this impor- tant tool for steering Cameroon's industrial policy.
Among other examples, we can mention the first National Forum of Industry was held in Cameroon. The forum was organized in June 2018 in Yaoundé, under the theme “Agro-industry, a sanc- tuary of national industrial reconstruction for the emergence of Cameroon” and recorded the parti- cipation of representatives of the authorities, the private sector, civil society actors and a large dele- gation of investors from Poland, among others.
During the work, both in workshops and plenary sessions or at the round tables, the participants reiterated their adherence to the orientations agreed during the consultations organized for the development of the PDI, namely: the reformula- tion of Cameroon's industrial space; the reorga- nization in the industrial state intervention logic; the strategic positioning in sub-regional markets; and the definition of a strategy to make Cameroon the Feeder, the Equipment and the Switch of ECCAS countries of and Nigeria.
In addition, many recommendations were made on this occasion, notably:
• Establishing a Community Zoning Strategy and regulations that effectively rationalize and regu- late the management of the national forest poten- tial, and which provides legibility, in the medium and long-term on the national wood resource, in the logic of operationalizing the FABER Plan (Forests, Agro-industry, Biomass, Energy, Rail),
