Created in December 1998, the Rural Electrification Agency (AER) is a Public Administrative Establishment and a legal financially independent entity, responsible for the promotion and development of electrification throughout the national territory...
The AER is responsible, in conjunction with the Administration, for the public and private bodies concerned, to contribute to the deve- lopment and implementation of the Government's policy in the field of rural elec- trification; an area for which many projects are planned or underway. This includes ope- rations initiated on the financing of the Public Investment Budget (PIB), and several others, supported by the State with the assistance of partners for development. Thus, among the projects undertaken to improve the coverage of rural areas in Cameroon, we can mention:
• Phase II of the rural electrification pro- ject with its 102 localities in five regions of the country. The project consists in the realization of 75km of Medium Voltage (MV) line, 235km of Low Voltage (LV) line, by extending the North-South interconnec- ted networks, with 8847 connections in the Adamawa, Centre, North, West and South regions. This major operation is financed by the State of Cameroon and the Islamic Development Bank (IDB) for 17.97 billion CFA francs.
• The rural electrification project of 50 loca- lities through the extension the North intercon- nected networks. The project consists in elec- trifying 50 localities by the extension of the North interconnected networks, with 4000 connections in the Adamawa, North and Far- North regions. It is financed by the State of Cameroon and the Arab Bank for Economic Development in Africa for 5.93 billion CFA F.
• The project for the development of the small hydroelectric plant site in Mbakaou Carrière on Djerem River, and the electrifica- tion of 08 associated localities. The project aims at building a small hydroelectric plant
of 1.4MW with an associated mini-hydro system, the realization of 300 connections and the supplying of 2,500 households in Tibati and Mbakaou Village in the Adamawa region. Funding is provided by AER and Innovation Energy Development (IED), a European private operator, worth just over 5 billion CFA francs.
• The decentralized rural electrification pro- ject to promote electrification for agriculture and rural development in Cameroon. The pro- ject consists in building two small hydropower plants of 0.5 and 1.5 MW respectively in the Centre and West regions, and the associated electrification by extension of the networks of 52 localities, for 40,000 connections. The project, funded by the State of Cameroon, the European Union, MINADER and FEICOM, is costing more than 12.7 billion CFA francs.
Besides, recent achievements are recorded in the sector. The energy sector development project has just ended. It consisted in the electrification of 122 localities and the construction of 21,000 connectings in 5 regions of Cameroon (Adamawa, Far-North, North, North-West and West). The project, a financing by the World Bank costed about 13 billion CFA francs. In addition, the pro- ject “Electricity for Rural Development in Rumpi” is being completed. It consisted in the electrification by various options: extension of the networks, solar system and mini hydro- power plants, in the South-West region.
One should point out that in the field of bila- teral and multilateral cooperation, the AER is striving on seeking funding for projects.
