Adoption of a strategic plan for the reform and modernization in customs administration
The general report of the Customs Administration Reform Committee adopted in 2003which is the result of a collective reflection that started a few years earlier. The strategic plan drawn from this document is an analytical synthesis of all the work carried out on the theme of customs reform.
Deployment of the ASYCUDA IT system
In the field of IT services and systems, the customs administration has successfully deployed the ASY- CUDA computer application to replace the old PAGODE system. Established in the Littoral cus- toms sector since 1 January 2007, ASYCUDA is a fully automated clearance system covering all customs operations.
Simplification of procedures and rationalisation of controls
As regards post-clearance controls, and in res- ponse to the complaints made by economic ope- rators concerning the length of stay of audit teams and conditions for the exercise of rights of appeal, the Ministry of Finance has issued Circular N0 010, which prescribes a residence time limited to 03 months in the company, as well as the obligation to close the operations of checks by drawing up the minutes.
Commissioning of the scanner
In accordance with the recommendations by the reform of the Customs Administration, and following consultations with the ‘Société
Générale de Surveillance’ (SGS), the Port Authority of Douala (PAD) and the private sector, Customs has integrated the scanner into the cus- toms clearance procedure. Scanner control natu- rally replaces physical control, which makes it possible to use the customs resources thus relea- sed from the physical inspection task to other jobs that are more profitable for Customs.
Taxation of the CEMAC member states is based on the principles of simplicity, tax fairness and moderation in tax burden. A common external tariff was adopted. The customs tariff rate appli- cable to products of Community origin is zero. To achieve these objectives, and to respect these principles, the provisions within the framework of the customs code, the general code of direct and indirect taxes and the registration code revolve around the following points:
• The application of moderate and unified duties in the context of the CEMAC common external tariff.
• The suspension of customs duties in the form of temporary admission or duty-free entry for natural resource research activities under speci- fic regulations.
• The suspension of duties in the form of tempo- rary admission or duty-free entry and inward pro- cessing mechanism for export-oriented activities.
