                 It is a real breakthrough if one refers to history which reveals that before the accession of Cameroon to independence, the municipality was marked by the seal of the administration. Then, municipal executives were appointed and, the deliberative body was partly elected. The 1974 Law on communal organization generali- zed election of the deliberative body although special regime municipalities already existed and that Divisional Officers were municipal adminis- trators in rural municipalities.
A MINISTERIAL DEPARTMENT FOR THE PURPOSE
By a presidential decree signed on March 2, 2018, the former Ministry of Territorial Administration and Decentralization was split in two, giving birth to the Ministry of Decentralization and Local Development. The ministry is responsible for developing, monito- ring, implementing and assessing the govern- ment's policy on decentralization and promoting the local development.
As such, it is responsible for:
• In the field of decentralization:
n The development of legislation and regulations relating to the organization and operation of the local and regional authorities
n The assessment and monitoring
of the implementation of decentralization
n Monitoring and control
of the local and regional authorities
n The enforcement of legislation and regulations on civil status
n Under the authority of the President of the Republic, the exercise of
the trusteeship of the State on local and regional authorities.
• In the field of local development:
n The promotion of socio-economic development of the local and regional authorities
n The promotion of good governance in the local and regional authorities.
It exercises the supervision of public bodies imple- menting the decentralization process, including:
n The FEICOM (Special Council Support Fund) n The CEFAM (Training Centre for Municipal
Administration)
n BUNEC (National Bureau of Civil Status)
